North Carolina tree-work decisions

Cary storm recovery needs two plans: safe handling of immediate hazards and a defined later project for assessment, hauling and landscape recovery. Required buffer or screening obligations may still matter after damaged vegetation is removed.

Keep the public away from the hazard first

Do not approach downed wires, suspended limbs, a moving root plate or a tree resting on a building. Keep children and pets out of the affected area and use emergency services for immediate threats. Report electrical concerns to the actual operator serving the location. Duke Energy's line-safety guidance explains why a downed line can remain dangerous even without obvious activity.

Do not cut branches away from wires or enter an unsafe area to retrieve a tool, vehicle or photograph. A power outage does not prove isolation. If a road, sidewalk or public asset is obstructed, report its location and the danger to the responsible public authority. Keep that reporting separate from an order for private hauling; the two requests may cover very different work.

Ask what condition remains after the first visit

A crew may remove an immediate threat yet leave the rest of the tree and considerable ground material. Get a clear account of what was addressed and what still requires assessment. Ask a qualified arborist to distinguish necessary pruning, complete removal and a later follow-up inspection. A pile of fallen branches does not reveal the structural condition of the remaining canopy or roots.

The NC State storm-tree resource separates safety review from decisions about retaining damaged trees. Use that sequence to organize the work without turning its examples into a diagnosis. Keep healthy retained growth in the discussion, and ask why complete removal is needed if it is recommended. Do not add cosmetic reshaping to urgent recovery without a clear, separately agreed objective.

Review protected landscape before expanding the operation

Cary's tree-protection code identifies champion trees and preservation areas such as buffers, streetscapes and floodplains. Tell Planning if damaged trees or the proposed recovery route affect those features. A storm label does not classify every tree as exempt. Record the condition safely and ask which review and documentation apply to the actual work.

The required-landscape provision addresses immediate or imminent threats to improved structures, while retaining performance standards for required landscape areas. It also addresses possible replanting after unusual weather damage. Those are qualified provisions, not a general waiver for clearing a screen. Clarify the later landscape outcome and protect remaining root areas from unnecessary equipment or material storage during recovery.

Match debris to an eligible route

Use Cary's current yard-waste guidance to distinguish ordinary prepared residential limbs from requested chipper work. The regular limb dimensions and the larger-limb chipper criteria are different, and the latter requires a request and fees. Neither establishes that every storm pile or contractor-generated load is eligible. Ask the Town about the exact address, origin, material and volume before relying on collection.

Contractors are excluded from the Citizen's Convenience Center. Require your hauler to confirm an accepted commercial destination and separate vegetative material from damaged fencing, roofing, soil and other debris. If a current special storm program is announced, read its dates, geographic limits and contractor rules. An earlier disaster notice or a neighbor's collection experience is not a current eligibility determination.

Define emergency work and final restoration separately

Request an agreement that lists hazard reduction, assessment of remaining trees, hauling and site repair as separate stages. State who authorizes additional non-urgent work and what each payment completes. Include stump and grindings choices if removal proceeds. Where required vegetation is lost, keep replacement specification and responsibility separate from immediate cutting so it is not overlooked after access is restored.

For a damaged screen beside a structure, the first priority may be a hazardous branch; the later decision may concern remaining-tree condition and required screening. Have the assessor, Town reviewer and contractor address their respective roles. Keep safe photographs and written instructions, and ask your insurer about documentation. This guide does not establish coverage, liability, contractor availability or a restoration deadline.

Questions about this work

Does storm damage remove Cary landscape requirements?

Not automatically. The required-landscape code contains qualified threat and weather-damage provisions, including possible replanting. Ask Planning how they apply to the actual property and work, and retain the relevant instruction with your project record.

Is a branch pile an emergency tree-removal job?

A detached pile away from hazards may be a hauling task. Standing damaged trees, hanging limbs, loaded wood and electrical contact require a different assessment. Do not select the service from the volume of debris alone.

Can a commercial crew use the resident Convenience Center?

Cary excludes contractors from that facility. Ask for an accepted commercial route and include it in the agreement. Check current event instructions separately if someone proposes a temporary storm collection rather than ordinary hired hauling.
